Has anyone had experience with ROVER re trying to register an unregistered Australian Caravan with no VIN or Chassis number?

My assumption is you are wanting to register a vintage caravan, if that is the case ROVER is not something you want to get involved with.
My advice is to take photos and anything you know about your van to the nearest Service NSW Centre and ask for their advice, it worked for me. If you’re not in NSW I expect similar services are available in other states ?

I went to service nsw and all I got was your mechanic does that and yes it is a 1968 coronet 12ft caravan

G’day Dot,
They gave me a vin number that I stamped on a compliants plate (from eBay $6).
You then get the van roadworthy and take it to a Blue-slip person with your fingers crossed.

Have a read of the following link posts from Dec 2023; vintagecaravans.proboards.com/thread/1998/caravan-regulationsIt has become increasingly complicated to register a caravan. ALL new registrations, or previously unregistered, or out of registration for so long there is no record, must go through Australia wide ROVER. It is to prevent rebirthing of stolen & written off trailers & vans so I've been told.

My Old man reading of ROVER is that it is an administration ( bureaucratic) system for the road vehicles standard act 2018. The RVS was in response to Australian caravan manufacturers (and others) complaining about imported vehicles not meeting the standards local manufacturers were obliged to meet ( unfair competition). See here: www.rover.infrastructure.gov.auAnd here: rvsaready.com.auThere are exceptions for the importation of enthusiasts vehicles. It does not affect the registration of Australian made vintage caravans. I failed to mention Dot that when you go to the Service Centre you will need to show evidence that you didn’t steal the van, may be hard to do if you don’t have a receipt or old rego papers with your name on it. I cannot for the life of me imagine you doing anything shonky but, how you got thiswill-do through rego in Queensland would not be applicable to anywhere else in Australia I guess.

I have two past buyer receipts but not much else. My hope is that I can prove it is pre 1989 which will give me a vin from transport nsw

Hi dot, On page 2 in the down history lane section on Coronet there is a brochure with the year it was published,I’m sure you could take a copy of that to rego to prove the year,same shape same star on the door,they couldn’t dispute that hopefully? Cheers hughdeany

Hi all, So I ran a national REVS/CarHistory check on our old van's rego plate number and it came back with the details of location, rego expiry date, first year of compliance, color and rego number all as should be. However it states an identifier number of seven digits and also says identifier type as being chassis number, however I've found the original 4 digit chassis number on the drawbar near the hitch coupling. No part of this 4 digit number is in sequence with the 'identifier number' stated. This 'identifier number' is also repeated about 10 times on the national register as I got sent the details of all the other trailers & horse floats etc the share the same number!?? One good thing is that here are no stolen or write offs associated with that number... How can it be that the same 'identifier number' is used multiple times against other vehicles and it doesn't match the 4 digit stamped number on our van anyway? Cheers, Vince.

Howdy all, Went to Dromana Vicroads branch today, filled out the rego application with chassis number & van details. All easy except the very friendly lady at the counter had to read up the information about non-VIN numbered trailer/caravans, that took an extra 5 minutes. Then she came outside to inspect it, looked & confirmed the chassis number, checked the lights all working. Ticked the boxes, signed the form & handed me papers the plates. Then I had to pay the outrageous fee of.....$88 for the plates and 12 months rego! As my local bloke Adam said, it's so simple it's laughable. To think that a few weeks back I was worried about all the potential beauracracy, rules, regulations, VINs, ROVER, axel weights etc, etc. Basically the Vicroads website information tells you nothing to do with older pre-89 vans, and only serves to frighten the crap out of you and maybe toss it in as too hard....it's almost as if they set out to discourage you! The best thing I did is talk to somebody who has done registering old vans in recent times, and who knows how simple it really is. I was almost disbelieving and expecting problems that never eventuated. Thank you Adam. And thanks to the Vicroads staff. Now there's something I never thought I would say! Cheers, Vince.

G’day monoss,
good news,it is great to have a real life experience that confirms how easy it can be. It is much the same in NSW except we have to take the van to an authorised’Blue Slip inspector’ who will give the van pretty much the same rigorous inspection vicroads gave your van.
